My instinctive reaction is that if he's going to uni he'll be needing the money now or could use it to reduce debt (although it depends on the loan terms). However that wasn't the question.

A Sipp is not a personal asset, typically its held under a trust deed.

The administrator complies with most instructions but they can refuse too. There's an element of discretion.

For instance if the index is tracked by physical replication then the ETF's holdings are fixed interest and its like any other bond fund.

I don't know how it would work if the replication was achieved synthetically.

I had a look for Infrastructure ETF's. There's an ishares one but its energy and utilities rather than specific projects. Civil Engineering firms might be a kind of proxy but their based on lumpy projects rather than streams of tolls.
